The Government Commissioner of St Eustatius, in accordance with article 6 of the law Recovery Provisions St Eustatius;

Having regard to section 179 of theAct Public Entities Bonaire, St. Eustatius and Saba (Wet Publieke Gezondheid BES), and the Public Health Act (Wet Publieke Gezondheid) and the Tijdelijke wet Maatregelen Covid 19 (TWM) and the Tijdelijke Regeling Maatregelen covid-19 St. Eustatius.

Article 1 Restaurants, Bars and Hotels

Restaurants and Bars may provide for on‐site use of food and beverage for fifty percent (50%) of the seating capacity, with 1.5 meters between the tables in mind. This also applies to establishments in hotels where food or drinks are sold for hotel guests. The sale, delivery or provision of food or drinks for use other than on site (take‐away function) may be continued.

Article 2 Essential services/businesses

  • 1. The Pharmacy is permitted to remain open during the fourteen (14) days period.

  • 2. Large supermarkets maximum 10 persons at a time and small grocery stores maximum five (5) persons at a time.

  • 3. The St. Eustatius Auxiliary Home has announced a total visitor stop. Family members can continue to contact their loved ones via WhatsApp 319-1241 or call the nurses’ station via phone number Tel: 318- 2981.

  • 4. Bakeries are permitted to remain open with a maximum of ten (10) customers each time and must have a strict protocol.

Article 3 Non-essential services/businesses

  • 1. The casino can open again with a maximum of 15 customers at the same time, limited to fifty (50%) percent of the capacity, adhering to the 1.5 meters social distance between those present.

  • 2. For outdoor a group to a maximum of fifteen (15) persons is allowed

  • 3. For indoor sports:

    • -

      Maximum of 15 persons in the main hall of the sport hall at the same time.

    • -

      Other indoor locations a maximum of five (5) persons while maintaining social distance.

    • -

      Proper ventilation needs to be in place, no air-conditioning)

  • 4. Church services are allowed with a maximum of fifty percent (50 %) of the regular seating capacity.

    • -

      Use of face masks as long as you are not seated.

    • -

      Protocols need to be in place for assuring social distance during arrival and departure.

  • 5. Establishments where contact professions aimed at external care are practiced staff should be provided with adequate mouth and nose coverings and gloves as far as possible;

  • Only customers on an appointment base are allowed with a maximum of one (1) customer per employee.

Article 4 Re-opening of Educational institutions (Schools)

  • 1. Educational activities in education institutions can be resumed as of January 17th, 2022, with the restriction of an maximum of fifteen (15) children or can choose to implement distance learning.

  • 2. Schools need to have a protocol in place entailing:

    • -

      How to assure social distancing;

    • -

      How to work with face masks;

    • -

      How to deal with children with symptoms.

      • Schools need to have a point of contact for the public health to align the protocol (s).

      • No use of air condition, but only proper ventilation.

      • Regular self-test for teachers and children on Monday, Wednesday and Friday.

    • -

      Free tests will be provided by the Ministry of Onderwijs Cultuur en Wetenschap (OCW).

    • -

      Children will be tested by the parents at home.

Article 5 Day-care Centers and out-of-school

Day-care Centers and out-of-school programs are permitted to operate adhering to strict protocols. The Public Health Department will give guidance to these organizations.

Article 6 Regular Vaccination and Booster Campaign:

Vaccination and booster is possible each Wednesday and Friday from 09:00 – 12:00 at the Public Health Department (Cottage Road).

Article 7 Testing

  • 1. Daily testing is possible from 09:00 – 12:00 at the Public Health Department (Cottage Road).

  • 2. Regular self-test are available for the critical sectors such as the schools, public health workers, police, konmar, airport staff, harbor staff, fire department and the crises management team at the Public Health Department.

Article 8 Isolation and Quarantine

  • 1. After a positive test, another test takes place by the Public Health Department after seven (7) days of isolation.

  • 2. If the first test is positive, a re-test is done after three (3) days.

  • 3. Quarantine of ten (10) days as direct contact with a positive person, an antigen test on the tenth day by the Public Health Department, for vaccinated and non-vaccinated persons.

Article 9 Implementation

  • 1. This Decree stays in effect until January, 31st, 2022, unless repealed.

  • 2. Upon the entry into force of this Decree, the Decree of December, 31st , 2021 is repealed.
